RANDOM SELECTION

Random selection starts with the right eligible population.

The selection itself is only one step. Pool eligibility, timing, separation of test reasons and preserved records determine whether the process can be explained later.

1. Define the pool

Employees should be grouped according to the program rules that apply to them. DTSMS supports separate pools by agency, company, job function, shift or other operational grouping.

2. Run an unbiased selection

DTSMS supports selection by exact count or percentage. The same eligible employee can be selected again in a later random process; the software does not treat a prior selection as a reason to exclude someone from future random draws.

3. Keep non-random tests separate

Post-accident, reasonable suspicion, return-to-duty, follow-up and other test reasons should be recorded separately from the random process.

4. Preserve the record

Selection history, user activity, employee status and test records should remain available so the organization can reconstruct how the program was administered.
